2) WED., DEC. 10 12-1 p.m. at Pershing Square downtown:
RALLY to defend workers' right to organize. Many workers
vote for unions and then their management stalls on
beginning the collective bargaining process. Chinese
Post newspaper workers voted for CWA to represent them 18
months ago and are still waiting to negotiate their first
contract. Show support for them and others in their
situation. Sponsored by the L.A. County Federation of

3) USA PATRIOT ACT update: the Dec. 2 committee hearing
was postponed until January because a staff report had
not yet been prepared. Continue to contact your L.A.
City Council members to urge them to support the Civil
Liberties Defense Coalition resolution as introduced by
Councilwoman Jan Perry.


E-MAIL BROADCAST OF NOVEMBER 23, 2003

1) The City Council's Arts, Parks, Health & Aging
Committee is scheduled to hear comment and discuss the
proposed resolution on the USA PATRIOT Act which
Councilwoman Jan Perry introduced and Eric Garcetti
seconded. The hearing is set for TUES. DEC. 2 at
8:30 a.m. The Guild and a number of other organizations
from the Ciivil Liberties Defense Coalition will be there
to speak. We need those of you living in the City
of Los Angeles to call, write, fax, or e-mail your
City Councilperson to express support for them adopting
this resolution against the worst aspects of this Act.
If you do not live in the City, think of a friend or
relative who does and ask them to call, write, fax or
e-mail their Councilperson. The three members of the
committee are Tom LaBonge District 4, Alex Padilla
District 7, and Martin Ludlow District 10. But all of
the Council need to hear the message because we hope
they will be voting on it sometime later in December.

2) If you are a 2003 or 2004 Guild Executive Board
member, steward, trustee, or activist member you are
invited to the Exeutive Board's December dinner meeting
on THURS. DEC. 4 at Hunan Taste, 6031 W. San Vicente
Blvd (at intersection with Olympic). A flyer with more
details will be coming to you.

3) The Guild's 35th ANNIVERSARY party and membership
meeting is SAT. DEC. 13, 6:30 p.m. at Pio Pico/Koreatown
Branch, 694 S. Oxford. Join Guild members and their
families, as well as retirees for good food, champagne,
a Rennie Day puppet show, music, and humor. A flyer
will be coming to each library agency, but mark the
date and plan to be there.

FRIDAY, NOVEMBER 21, 6:30 P.M.
Echo Park Branch, 1410 W. Temple Street

Join us for the Librarians' Guild membership meeting
and a tasty, complimentary dinner. We will discuss
emergency situations which sometimes occur in branches
and the ways of dealing with them. A Library Department
Security Officer will also be on hand to answer questions.

We will also hear updates on the grocery workers' strike
and its implications for other workers, the City's budget
situation, and what is happening (or not happening)
with further negotiations on retirement enhancements.
Learn more about the petition which some other unions are
circulating about retirement.

1) The United Food and Commercial Workers Local 770 asks
that we help out on their picket lines. The Guild is
suggesting that we focus on Friday evenings or Saturdays,
as those are busy times when the strikers have requested
help. Choose a Von's or Albertson's convenient to you
and your workmates, and email Wendy McPherson or the
librariansguild@hotmail with that info.

2) A motion for the L.A. City council to adopt a resolution
against the USA PATRIOT Act was introduced into City
Council on Tues. October 21 by Councilwoman Jan Perry and
seconded by Eric Garcetti.

It is currently in the Rules and Elections Committee; we
will let you know when it is scheduled for the full
council vote.
If you, family or friends live within the City, please call
the appropriate Councilperson to urge their vote for this
important ordinance.

1) GUILD MEMBERS AND NEW LIBRARIANS ARE INVITED...to
attend our Sat. Oct. 18 membership meeting at the Encino
Tarzana Branch, 18231 Ventura Blvd. We will be announcing
nominated candidates for 2004 Guild officers, stewards,
and trustees and discussing recent Guild victories on
behalf of the membership. ALSO ELECTIONS for delegates
to the AFSCME Council 36 Convention will be held.

2) Do you know someone who would bring a NEW PERSPECTIVE
to the Executive Board? Please send us their name as
it is nominations time for 2004 Guild officers. We will
contact them to find out if they would consider this
life-enriching opportunity! Openings exist for Guild
Treasurer, Executive Vice President, Program Chair, and
Education and Training Chair.

3) DO NOT SHOP at Ralph's, Von's, Pavillions, or Albertson's
during the UFCW strike. As union members and concerned
members of the community, we are asked to use Food for
Less, Gelson's, Gigante market, or Stater Brothers (all
unionized supermarkets) for the duration of the strike.
And take the time to honk as you drive past strikers on
the picket line to show support or join them for an hour
wearing your green AFSCME T-shirt or green Guild polo shirt.

4) Town Hall Meeting on the USA PATRIOT Act: Thurs. Oct. 16,
6-8 p.m. at Patriotic Hall, 1816 S. Figueroa. Free
admission. Parking $3 at a reserved lot at the corner of
Grand and Washington.

have been used to put our state in turmoil.

Order Sheet Deadline...

The Guild discussed this issue with Management at the
August 13 Management/Guild meeting. Pat Kiefer then
issued a clarification to the six Area Managers that
order sheets just need to be received by the Area
Managers on Monday, either via the delivery or hand-
carried to them.

It has come to our attention that this information has
not been provided to all Branch Managers, YA, and
Children's Librarians, although this issue has been
resolved by Susan Kent and Pat Kiefer. In addition, a
Senior Librarian at one of the affected branches filed
and won a grievance about this.

Please contact the Guild immediately if you are given
contrary information.


E-MAIL BROADCAST OF SEPTEMBER 16, 2003

For those not working Saturday, Sept. 20th, 10-noon,
wear your green AFSCME T-shirt or green Guild polo
shirt and join the kick-off rally for the Immigrant
Workers Freedom Ride at the corner of Spring Street and
First Street in downtown Los Angeles. Three buses will
leave Los Angeles on Sept. 23 for Washington D.C. where
they will join many others from other parts of the
country to talk with Congressmembers and then travel
to New York City for a mass rally on October 4.

The EAST VALLEY DINNER MEETING IS SET FOR THURS.,
SEPT. 25, 6:30 P.M. at Mandarin Terrace, 8815 Sunland
Blvd., Sun Valley. Call Kelley Burks at Sunland-Tujunga
or Judy Tetove at Lakeview Terrace to RSVP or reply to
this message.

The Guild will be sending four delegates and four
alternates to the AFSCME Council 36 convention on
Fri. Nov. 14-Sun. Nov. 16 (Fri. is optional). Officers
of the Council will be elected and various resolutions
debated. E-mail the Guild of your interest in being a
delegate. We will vote on the delegates at our October
membership meeting.

The Guild is hosting dinner meetings in each Area
and at Central Library during the month of September.
You are invited to attend the one for the Area you
work in or the one closest to your home. Please RSVP
to this message or your Area steward if you plan to
go and which meeting, so we can give the restaurants
a better idea of attendance for each meeting.

The Guild will have a regular September membership
meeting, as well, on FRIDAY SEPTEMBER 19, 7:30 p.m.,
at the Los Feliz Branch Library, 1874 Hillhurst Avenue.
A complimentary dinner will be served from 6:30 p.m.
The main topic of the meeting will be a discussion of
what qualities make a good supervisor and how we can
work to encourage those qualities in our Senior and
Principal Librarians. We will also have information
about the October 7 recall election and Proposition 54
(the Guild recommends a "no" vote on each of these).
We will also take nominations from the floor
for the four delegates and four alternates we will be
sending to the Council 36 Convention in Pasadena on
Nov. 14, 15, and 16. The Guild pays for your convention
expenses.

1) LABOR DAY PARADE -- The Guild will have a
contingent on Mon. Sept. 1 at the Labor Day Parade
in Wilmington. Meet at 9:30 a.m. at Broad and
E Streets. Wear your green AFSCME T-shirt or Guild
polo shirt...walk, help carry our Guild banner, ride,
or find a shady spot to watch the colorful labor
parade, which begins at 10 a.m. Enjoy an
old-fashioned hot dog lunch and a variety of
entertainments and speakers. Come out and help make
Labor Day a time to really celebrate the labor
movement. We will also be gathering signatures on
the USA PATRIOT Act petition.

2) RECALL ELECTION -- VOTE NO... It is very
important that all of us, and family and friends
VOTE NO on the RECALL of Governor Gray Davis!
AND in the second part of the vote, please vote
FOR CRUZ BUSTAMANTE. Don't let an anti-consumer,
anti-union, anti-working people group succeed
in the coup attempt. Volunteers will be needed to
phone union members and to walk precincts. We will
do this in groups of members on the weekends and
then have lunch on the Guild, to make it more fun.

Also VOTE NO on PROPOSITION 54 the so-called
"racial privacy" initiative which was is sponsored
by Ward Connerly.

3) For those who still think that their retroactive
check amount is not accurate, contact Richard Kraus
to investigate for you rsk56@yahoo.com and then
contact Sam Allen in Accounting with the detailed
info he will need.

4) AFSCME Council 36 is offering leadership training
on Sun. August 24 and Mon. August 25, 9-5 p.m. each
day. The Guild will reimburse you for both days.
Current officers, stewards, or others interested in
becoming more active in your union should attend.
Topics to be covered include the AFSCME Constitution,
the roles of officers and trustees, the role of the
membership, and Robert's Rules of Order. This is
also a good opportunity to meet people from other
AFSCME locals such as Rec and Parks and the Jewish
Federation Council. The Council will also offer
this training again in January. Reply to this
message with your interest.

5) CUSTODIAL SERVICE SURVEY -- It has been stated by
Management that there is seven day custodial service
at the Regional Branches and Central Library and six
day service at all other branches. So, please take
a moment and reply to this e-mail if you are receiving
six or seven day service or less.


E-MAIL BROADCAST OF JULY 29, 2003

1. PATRIOT ACT ACTION- over twenty people, including
GUILD members and people from Neighbors for Peace and
Justice, ACLU, Americans for Democratic Action, U.S.
Labor Against the War, and many other community
organizations attended the Board of Library
Commissioners' meeting on July 10. We came very
close to getting the Guild resolution adopted and
did succeed in encouraging the Board to send a
stronger response to the City Council and for the
City Librarian to nvestigate signage in other
libraries. In addition, the Board received many
calls and e-mails. Thank you for your participation.
Instructions on how to obtain a copy of the petition
to the L.A. City Council will follow or reply to
this now.

2. RETROACTIVE PAYMENTS- finally, everyone (except
one librarian whose social security number was
incorrect) should have been paid the additional
amount of the retroactive money that they were owed
from the period July 1 2001 through Jan 2003, when
the raise began. This came as additional money on
the checks paid on July 24, 2002, rather than a
separate check as we expected. The good part is
that the regular checks have a smaller tax
withholding than the separate checks. This check
also has the July 1, 2003, pay raise, but one day
is included at the old rate. So that makes it hard
to figure the exact amount of the retro check.
For a rough estimate, you can subtract the normal
biweekly amount from the July 24 check, leaving
the retro amount.

3. HALF-TIME LIBRARIANS- Be aware that the VC and
SK hours which you earned from working extra-time
last year have not been credited to this year's
account. Therefore, it will appear soon, so be
careful if you are already near your VC limit...
schedule and take VC as soon as possible.

4. RETIREMENT CHANGES:
a. There is nothing to report, at this time, except
that the negotiations are continuing about the
retirement enhancements that were voted on a few
months ago.

b. 30/50 TO END IN SEPT.-If you are eligible to
retire without penalty with at least 30 years of
service credit and having at least 50 years of age,
be aware that you must schedule this by August 29,
because the special program ends September 30, 2003.
