IMPORTANT NOTICE – TRANSFERS
*****POST FOR ALL STAFF*****
Due to the limited hiring unfreeze authorized by the
City Council, the Librarians Guild and Management have
agreed to several one-time changes from the normal
transfer
process. The changes are outlined below along
with a link to the Guild website where you can find the
full summary of the agreement.
1. THIS IS A GENUINE AND SPECIAL OPPORTUNITY FOR
LIBRARY STAFF TO INTERVIEW FOR A TRANSFER including
going from HALF TO FULL TIME.
2. Watch for the NEXT Transfer Opportunity Sheet TO
BE SENT THIS WEEK.
3. All available positions will be listed on it and
ONLY CURRENT LIBRARY STAFF WILL BE CONSIDERED.
4. There will be ONLY FIVE WORK DAYS TO RESPOND, so
review the transfer sheet immediately and CALL LIBRARY
HUMAN
RESOURCES within the five day period to indicate
your interest in one or more positions.
5. Interviews, selections and offers will be done by
a panel and will be scheduled within the ten days after
the closure of the list.
6. A SECOND TRANSFER SHEET will be produced in the
middle of October and will include the vacancies
resulting from the transfers that were accepted.
7. Due to the major effort involved in this process,
the next Transfer Sheet will be produced in the middle
of November rather than the beginning and will return
the process to the standard practice and time frames.
8. THIS IS THE TIME…to consider your choices, get your
interview clothes ready, prepare opening and closing
statements, practice interviewing, complete your Library
Department Application…and watch for additional notices
from the Guild.
9. The agreement will be on the Guild website on Monday

1. BI-LINGUAL BONUS-- The subject of bi-lingual bonus
pay is currently being negotiated. Therefore, we need
information about anyone who has applied for or asked to
be paid for using a language other than English. If
you have been denied the bonus or you never received a
response to a request please let us know. Librarians and
supervisors should respond to this email and include the
dates and agencies and as much information as necessary
to explain the circumstances.
2. DEFERRED COMPENSATION-- On August 17, the Board of
Deferred Compensation Administration voted narrowly for
a new company(Nationwide) to administer the plan and not
to continue with the previous company(Great West).
The problem is that since the participants/members of
Deferred Compensation pay for the plan’s administration
costs, any cost increase is paid by us.
Nationwide, the new company, offered a variety of new
services, however, they never explained that the cost for
this would be an increase by 20-25% over the fees charged
by Great West.
Action to take…send an email to the Deferred Compensation
Board administrator smontagna@per.lacity.org; and write
or call your City Councilperson to take steps to require
this action to be reconsidered.
We have been told that the four who voted for this were
heavily lobbied, taken to lunch and may have been unduly
influenced. Once again our representative on the Board,
elected by the strong effort of the Engineers and
Architects local voted in favor, against the best
interests of the
members. (The Guild was also lobbied
in an effort to get our endorsement for Nationwide, but
members of the Executive Board questioned how the
additional services could be offered without additional
cost and without that information would not endorse
Nationwide. The Executive Board works pretty hard on
our behalf and, as in this case, studied the situation
carefully and made a very smart decision.)

Holmes being selected as the next City Librarian.

3. LABOR DAY event…once again the Guild will be marching
along with other labor unions followed by a classic
car parade on Labor Day in Wilmington; there will be

THREE IMPORTANT NOTICES...
1. SUSIE FRIERSON RETIREMENT PARTY - The party for the
Executive Assistant to the Board of Library Commissioners
is this coming Friday, August 20, from 5:30-7:30 at
Central Library in the Courtyard. Susie has been a very
strong supporter of library services during the past 35
years. There is still time to RSVP to attend the party,

2. COUNTY OF LOS ANGELES PUBLIC LIBRARY ASKS FOR HELP -
A ‘Centralized Purchasing Program’ has been created that
centralizes 75% of the materials selection in the hands
of three Regional Administrators to serve as liaisons
between vendors and libraries, with just 25% of the
purchases
left to the branch librarians with direct
community knowledge. The centralized purchases will be
the same for the entire County branch system. The
Librarians are represented by SEIU Local 660, and they
ask that as many people as possible contact the Board of
Library Supervisors by phone and/or letter and by
attending the Supervisor’s meeting on August 18; tell
them that you support local selection of library

3. VACANCY SURVEY – the Guild has tried repeatedly to
obtain from Management a complete list of all vacancies
for all agencies, but they refuse to provide that.
Therefore, in preparing for serious lobbying with City
Council
about the hiring freeze and the service hours and
the lack of substitutes, we need your assistance in
completing a form that is going to be sent by e-mail very
soon. It is short and will take just a few minutes to
complete and will provide us with the information about
the vacancies in each council district. This will be sent
to Senior Librarians, so please watch for it within the
next ten days.

The Guild has meetings in the regions so that members
can attend, this means you are invited... just respond
to this email so we will plan for sufficient food. (even
if you decide to come at the last minute we will provide
dinner for everyone.)
3. THERE WILL BE NO GENERAL MEMBERSHIP MEETING IN
AUGUST. THE NEXT MEMBERSHIP MEETING WILL BE ON SEPT 25,
CURRENTLY SCHEDULED FOR PALMS RANCHO.
4. NOMINATING COMMITTEE for Guild offices needs to be
created. The advantage to working on this committee is
the limited duration of the committee's work and that
you won't be asked to hold a Guild office(unless you
want one), since you are part of the nominating committee.

1. Grievance and Discipline Training sponsored by
the Librarians' Guild
PLEASE NOTE THE FOLLOWING INFORMATION:
This training is for ALL librarians both Rank and File
and Supervisors...the training can be taken at any
location, not just the area of your work assignment...
ask your supervisor to submit your name by July 21...
the second session can be taken anytime after the first
session. If there are any difficulties in getting signed
up or you have questions reply to this email with those
issues.
Not only do we believe that this training will be
beneficial for all librarians, but it is provided with
funds that the Guild negotiated in the last contract,
and to make it successful it is important that as many
librarians (members and non-members) as possible
participate in this.
2. Hotel workers job actions---
There is likely to be an action next Wednesday,
July 21, but the location and time have not yet been
determined; we will let you know when the information
is provided to us.

1…..72 HOUR WORK SCHEDULE
Recently the Mayor sent a letter advising all departments
to inform the staff that the 72 hour (per pay period)
work schedule is not only available but is encouraged
to save the City money; unfortunately, the Guild has
been informed that not all staff were informed of this.
The 72 hour schedule maintains benefits and retirement
credits, without any loss. Of course, there can be
situations where the staffing levels do not permit a
full day off, but many of our staff members drive long
distances and it is possible that eight hours can be
taken off by working a seven hour shift for eight of
the ten work days in a pay period, with no loss of
public service. There may also be other creative ways
to save City funds and jobs and benefit our hardworking
and dedicated staff. If you are interested in the 72
hour schedule contact your supervisor and the Librarians’
Guild (or Local 3090 for clerical staff).
2…..PETITIONS AT CENTRAL LIBRARY
YOUR HELP IS NEEDED on WEDNESDAY, April 7, from
11:00-2:00, near the McGuire Garden entrance to assist
the organization ‘Californians to Protect Local
Taxpayers and Public Safety’. They will be gathering
signatures on a petition for a ballot initiative to:
1. REQUIRE VOTER APPROVAL before local REVENUES can be
used for STATE PURPOSES; 2. REQUIRES that STATE MANDATES
for NEW or expanded programs be REIMBURSED BY THE STATE;
3. REQUIRES VOTER APPROVAL before state funding sources
for ESSENTIAL SERVICES can be reduced.
All available staff are needed for this event, the
press and elected officials have been invited; everyone
in Central Library agencies and all those attending
Order Meeting are asked to visit the table and sign
the petition and assist, if possible, for whatever time
you can; your participation is needed to make this
event successful.
3.…Come to the ECHO PARK LIBRARY for the OPENING
RECEPTION of the exhibit, “150 YEARS OF CALIFORNIA LABOR
HISTORY.” The reception will be held at the Echo Park
Branch Community Room on Wednesday, April 7, 6:00-
8:00 pm.
The first week of April has been officially declared
California Labor History Week by the State legislature.
The images in this exhibit survey the sweep of labor
history in California, from the Gold Rush era to the
present. This event is sponsored by the California
Federation
of Labor, the San Francisco Labor Council
and the United Educators of San Francisco.
The exhibit will also feature a continuous screening
of “Golden Lands, Working Hands,” a 10-part, 3-hour
video offering the first overview of over a century and
a half of labor struggles.

on adopting a resolution regarding the Patriot Act.

City Budget
The Guild has met with Library and City Management
(City Administrative Officer) regarding the budget
shortfall facing the City. However, the situation
continues to
change regularly along with the uncertain
size of the deficit and the funds that will be returned
to the City from the State, therefore the ramifications
of it are still uncertain. As soon as things become
clear and decisions made we will let you know, along
with the new budget process that Susan Kent discussed
at the Adult Order Meeting(1/7).
Work History Form
In order to be prepared the City Personnel Department
is preparing seniority lists in case the necessity for
layoffs becomes a reality. Therefore, all civil service
staff, in all City departments, received a copy of their
work history to verify for accuracy. Layoffs are NOT
imminent, just one of many considerations. The unions
will demand many efforts by the City prior to anyone
being laid off. AFSCME and the other City unions will
continue to monitor this and work together to fight any
layoffs. Al Clark said today that if anyone has a
problem or question about the Work History form they
should call the Human Resources Office. If you have
some interesting revenue enhancement or cost reduction
ideas, please let us know.
Patriot Act
The Patriot Act resolution has been passed unanimously
by the members of the Arts, Parks, Health, and Aging
Committee. Several members of the Civil Liberties
Defense Coalition, Rita Walters, Susan Kent, Adele
Wallach and Roy Stone spoke at the meeting. Parts of
this will be shown on the City cable channel 35 next
week on the program called 'This Week'. The resolution
will next be reviewed by the Rules Committee.
This notice is being sent in a new method, so please
check with other librarians to be sure they also
