Subject: Help Wanted - local researcher needed

AFSCME Council 36 is looking for a part-time librarian or
clerk-typist to complete a short-term research project. 

The pay is $25 per hour and they expect the project to take
about two months to complete and hope that the person could
work about 20 hours per week.  The work is focused on reviewing
existing files regarding local municipalities, and updating and
copying documents in the files and writing a summary.
 
You may express interest by replying to this email and including
a copy of your resume or a summary of your experience.

Leadership Skills Training

A special series of workshops are being offered to members of local
executive boards, both newly elected and seasoned veterans as well as
members who just want to get involved (i.e. Negotiations Team).  Topics
to be covered include:
•    Roles and responsibilities of a board member
•    How to “grow” the Local
•    How to “build” union power
•    Strategies for increasing member participation
The first workshop will be Saturday, November 18th, 10:00-4:00pm at
AFSCME, Council 36, 514 Shatto Place, Los Angeles, CA 90020.  Lunch will be
served and the Guild will pay for your time.  Please RSVP to

2007 - 2010 MOU Negotiation Planning Committee

The Committee has met two times to discuss negotiation strategy and the
various ideas and suggestions that have been submitted by the
membership to the Guild’s email.  All members are encouraged to send their ideas and
suggestions to the Guild’s email. Currently the Committee is
investigating salaries of comparable sized libraries in Southern and Northern
California taking into account cost-of-living adjustments.  If you have any
pertinent information regarding salaries please notify the Guild.  The next
planning meeting will be Tuesday, Nov 21, at AFSCME Council 36, 514 Shatto
Place, 3rd floor, 6:30-9:00 p.m., working through dinner – dinner will be provided
by the Guild.

attending.  Come with ideas, paper and pencil and a copy of the 2004-2006 MOU
available on the Guild’s website: www.librariansguild.org

The Committee is in need of supervisory members to participate in these
planning sessions.  All interested supervisors are strongly encouraged
to attend.

The Negotiations Team is limited by the City to two supervisory members
and three rank-and-file members, plus the Guild President.  Those selected
to serve on the Negotiations Team will receive training from AFSCME,
Council 36.

Professional Concerns Committee
The Committee has been working on a staff survey.  All librarians
employed by the City for less than 7 years are encouraged to participate in this
survey.  It is an online survey developed by the Committee and a
consultant from UCLA.  The purpose of the survey is to create a dynamic union with
participation from all segments of the membership, determine how the
importance and usefulness of the Guild can be expressed to newer
members, to revitalize the Guild, and to learn what we can do better to encourage
more participation from new librarians.  Stewards and Board Members will be
making special branch visits to new librarians to talk about the upcoming
survey.

The Professional Concerns Committee is chaired by Sue Oppenheimer,
Adult-Playa Vista. Committee members include Barbara Bozman,
YA-Memorial; Verdel Flores, VP Librarians’ Guild; Roberta Frye, Adult-Westchester;
Wendy Lambo, Children’s-Fairfax; Sheila Nash, Art & Music; Rosalie Preston,
YA-Vernon; Shirley Matulich, Children’s-Pio Pico; Marilyn Smithson,
Science; Roy Stone, President Librarians’ Guild and Theresa Webster, YA
–Teen’Scape.

Health, Safety and Welfare Committee

Did you hear about the purse snatching event near the Savory garage?
Three people were involved in attempting to distract, take and make a speedy
get-away with a librarian’s purse. Be observant, find a walking partner
and REPORT all incidents to Management and the Guild.

The Committee has set the meeting calendar for 2007. All meetings are
held on Thursdays at Central Library, 4th floor, with the Business Manager
and Director of Human Resources. The Chair of the Committee is Alicia
Randolph.

Political Action Committee

The Guild is a member of the Los Angeles County Federation of Labor.
Three members from the Guild serve as voting members to the L.A. Co. Fed. 
The L.A. Co. Fed. meets once a month from 7pm – 9pm at the Musicians Local
on Highland and Beverly.  Ivan Corpeno-Chavez, Vice President for
Political Action and Wendy McPherson are the Guild’s current members.

Third National U.S. Labor Assembly Against the War
National Labor Conference

This assembly, march and meeting will take place in Cleveland on
December 1 – 3rd. The Executive Board has approved the expenditure of up to $2000
to cover the registration fee, transportation, hotel, per diem and up to
two days lost time for a Guild member to attend this important event. Any
member interested in going should contact the Guild at www.librariansguild.org.

2007 Executive Board Officers, Area Shop Stewards and Trustees

The Librarians’ Guild is governed by an elected board of 13 official
members.  The entire board is elected to serve for one calendar year. 
Besides the 13 board members, 3 members are elected as trustees, each
serves for two years with one trustee elected each year. The Executive Board
meets once a month and board members are also expected to attend the monthly
membership meetings, or at least as many as possible.

Nominations for the Executive Board were made at the October 20th
membership meeting. Since there were no contested positions there was no need for
an election.  Nominees were automatically elected to serve on the 2007
Board. 

The oath of office will be given December 9th at the Pico Union Branch
membership meeting (AKA the Holiday Party) and the new board begins
their official duties on January 11th at the first Executive Board meeting of
the new year.

Special thanks to Shirley Matulich, Chair, Rosalie Preston, Shannon
Salmon, and Deborah Spector, the members of the Nominating Committee who worked
tirelessly to fill the 2007 executive board positions.

President, Roy Stone, Fairfax – conducts the business of the Guild with
library management, library personnel, city government and AFSCME;
attends meetings with library and city management, Board of Library
Commissioners, AFSCME Council 36; writes articles for the often bi-monthly magazine
The Communicator and prepares the monthly newsletter Update with the
Executive Vice-President; sets the agenda and conducts the monthly Executive
Board and General Membership meetings; paid Guild position; total hours per month

Executive Vice-President, Verdel Flores, Mar Vista – attends management
meetings and other meetings with or for the President; prepares the
monthly newsletter Update with the President; assists with coordination of
events and makes reminder calls to the President; handles affairs of the Guild
when necessary; paid Guild position, total hours per month - 20

Recording Secretary, Ruth Seid, East Valley – records and maintains the
minutes of all monthly Executive Board and General Membership meetings;
prepares copies of the minutes for approval at the monthly Executive
Board and General Membership meetings; total hours per month - 7

Secretary-Treasurer, Robert Thornhill, Science – maintains the
financial records, prepares checks for bills and payments, makes deposits and
prepares and maintains the records for tax and other government filings; assists
with the yearly audits; prepares a monthly financial report to be presented
at the Executive Board and General Membership meetings; paid Guild
position; handles financial related correspondence; total hours per month - 7

Vice-President Education and Training, Madeleine Kerr, Robertson –
coordinates training programs for membership meetings and special fund
trainings; works with City Personnel and Library Human Resources and
Library Training Office on coordination of special programs; reports on
training needs, programs, etc. at the monthly Executive Board and General
Membership meetings; total hours per month – 6-8 (increases during planning and
presentations of programs)

Vice-President Political Action, Ivan Corpeno-Chavez, Lincoln Heights –
attends political functions; reports on political issues including
candidate endorsements, election issues, voter registration campaigns, etc.;
represents the Guild at the monthly Los Angeles County Federation of
Labor meetings with two additional Guild representatives; reports on
political matters at the monthly Executive Board and General Membership meetings;
total hours per month - 9

Vice-President Professional Concerns, Sue Oppenheimer, Playa Vista –
sets the agenda and conducts regular meetings of the Professional Concerns
Committee; works with the Membership Chair to arrange for monthly
meeting dinners; reports on professional issues, Committee’s findings and
recommendations at the monthly Executive Board and General Membership
meetings; total hours per month - 9

Vice-President Programs, Teresa Mons, Mar Vista – plans and organizes
the monthly General Membership meetings including meals, paper goods,
drinks; coordinates set-up of room, delivery of meals and clean-up; coordinates
with the branch senior librarian to learn the location of and override for
lights and air conditioning and other building issues; total hours per month -

Health, Safety and Welfare Chair, Alicia Randolph, J.C Fremont – sets
the agenda and conducts regular monthly meetings of the Health, Safety and
Welfare Committee with representatives from the Library Business Office
and Library Personnel; maintains a file of incident reports; reports
problems to and resolves issues with Library Management when possible; reports on
issues related to safety and health problems at the monthly Executive Board
and General Membership meetings; total hours per month – 8-10

Membership Chair, Theresa Webster, Teen’Scape – maintains records of
members, retirees, probationers and agency shop members; prepares
labels for various mailings, prepares a quarterly report of members by agency for
each executive board member; sets the date and branch location of membership
meetings for the coming year each October; completes all necessary
forms for the use of the branch meeting rooms; arranges for security during
membership meetings; works with the Vice-President of Professional Concerns to
arrange for monthly meeting dinners; reports on membership numbers at the
monthly Executive Board and General Membership meetings; total hours per month
– 5-12

Communicator Editor, Sheila Nash, Art & Music – responsible for the
editorial aspects and final content of the frequently bi-monthly
publication including articles, photos, illustrations, publication, etc.

Chief Supervisory Steward, Judy Donovan, Edendale and
Chief Rank-&-File Steward, Roberta Frye, Westchester  – handle
grievances; advise stewards; report on issues and situations at the monthly
Executive Board and General Membership meetings; total hours per month – varies
depending on circumstances

Congratulations: Judy Hermann (J.Serra – Senior) on the birth of her

Subject: PURSE SNATCH ALERT - 5th and Olive

LIBRARIANS' GUILD SAFETY ALERT

Be especially careful when walking in the downtown area.
Thieves attempted to snatch a purse after engaging a library
staff member in a conversation.  Because she screamed they
ran to a waiting car and were unsuccessful in getting the
purse.  They were delayed because she wore the purse
securely across her shoulders.

And remember to be aware of your surroundings when locking
and unlocking car and house doors.

Many people have sent comments to the Guild email.  If you have not
done so, please send your concerns by Wednesday evening, and please
note if you want your comments presented to the Board as anonymous
statements or if we can use your name.

The Board of Library Commissioners meeting is this Thursday, November
9, at 11:00 a.m. in the Board Room at Central Library.  It is very important
that some members attend this meeting to either express their concerns or
read other librarian’s comments, and to show support for the Guild’s
challenge to these increases.  The Guild will pay for your lost time, parking,
and mileage, but be sure to get approval.  Unless it is noted, all emails
will be read and presented to the Board as anonymous statements; if you
already sent your statement and want to be on record with your name let us
know through email.

Comments can also be called in or sent to the Commission office, but
please send us a copy.

At the meeting on October 12, the Board of Library Commissioners
approved a new fines and fees schedule that includes:

1.  Charging a $1.00 fee for materials put on hold but not picked-up 
by the patron;
2.  Increasing photocopy and faxcopy to .25 cents per page;
3.  Unique fees increased to $15.00;

Please consider attending the Commission meeting at Central Library on
NOVEMBER 9 at 11:00a.m. to address the negative aspects of these fees
on service to the public and the detriment to our collection.

We were informed by the Controller today that the retroactive checks
are still being processed, they should be completed by mid-November,
and barring anything unusual we should receive the checks prior to
Thanksgiving.

The processing time is due to the various levels of the staff that have to
be verified and the proper amounts calculated.

Subject: Weeding/budget amounts

Dear Librarians,

THANK YOU for responding.....over 30 librarians have responded to the
questions about weeding and the materials funds.

Weeding:   At this point we have learned that there are many branches
under an arbitrary management imposed deadline to basically get rid of
books whether they are important or useful or not.  In many cases the
librarians responsible for a particular area or section are doing the weeding,
while in others there is little or no input from those responsible for the areas
being culled.   Also, it is unfortunate that in most cases there is no thought
to the fact that CENTRAL Library may have had their last copy stolen,
therefore many branches are just weeding and tossing or giving to the Friends.
PLEASE RESPOND FOR YOUR BRANCH (from your view point) so we
can gather as much information as possible.

Materials funds:  And this too is quite revealing, because at this point it is
apparent that, of the responses received, the majority had a materials budget
cut.  Some were small, others sizeable.  Once again, PLEASE RESPOND FOR
YOUR BRANCH with the budget totals for last year and this year, even if it is
just your area.

Reminder- 1.  All information is completely confidential and will not
be seen or discussed except in general terms as above;   2. We really need
a response from each agency with as much information as possible as you
can provide.

Subject:     LABOR DAY PARADE Information

The Labor Day March & Rally will be even more interesting this year as
the National Alliance for Immigrant’s Rights will be joining the event.

Labor Day March....Monday, September 4, 2006; we will meet at 9:30; the
March begins at 10 a.m. or a little after; it begins in the City of Wilmington at
Broad Street and 'E' Street and ends at Banning Park ('M' Street and Pacific
Coast Highway).

Parking is available on the residential and business streets around the
area, from near the start to the end, but there will be some traffic. 
Please bring your cell phone so you can call to see where some of us
are....the Guild cell phone is 213/703-7100.  You can get a fairly good
idea of the area if you put Broad and E street into a Yahoo Map search.
At last year's event we gathered on 'E' Street a few blocks from the start.

If you cannot find the group:  1.  Pick a corner or spot on the Broad
Street sidewalk and eventually we will pass by (with a green Librarians Guild
banner) for you to join us.  2.  Watch the parade(if the  walk is too
long and go to Banning Park after and look for us hanging around, usually in
a shady area.  3.  Borrow someone else's cell phone and call again.

Also bring some water for the walk, and a hat, and wear good shoes. 
There will be hot dogs and chili for snacks/lunch and cold drinks in the
park.

Subject:  Weeding and Spending

1.  Weeding…….The Librarians’ Guild has learned that several branches
are in the process of extensively weeding their collections.

There are several concerns:
A.  Weeding is being conducted by librarians who are not assigned to the
areas they are weeding, such as adult librarians weeding children’s
books, or non-public service librarians weeding adult material;
B.  Not allowing all librarians in an agency an opportunity to
participate;
C.  Weeding materials that were in good condition and had recently
circulated;
D.  Materials are being put in trash bins instead of recycling;
E.  There are needs at Central Library in many areas of the collection
to provide a copy to circulate throughout the system.
F.  Some branches have been faced with a rush deadline to accomplish
major weeding for no apparent reason.

The Guild needs to know if this is occurring in a few branches or in a
larger number.  Therefore, please reply immediately to this email with
the information about weeding at your branch.

2.  Materials budgets……The Guild is concerned about the budgets cuts
that appear to have affected every agency.  Please reply to this email with
the materials budgets for your agency for last year(2005/6) and this
year(2006/7) indicating the levels(A, YA, Juv) and the respective
amounts.

3.  Any information you provide will be kept in confidence and used as
part of general background for any documents or letters regarding these
subjects.

We cannot challenge any of the issues without sufficient information,
so we are relying on at least one person per agency to respond.

Subject:     LABOR DAY MARCH

Dear Guild Sisters & Brothers,

I'm so sorry I'll have to miss the Harbor Labor Day Parade &
Picnic this year. I will be out of town at a Leadership
Training School. The Harbor Labor Day Parade is a great
labor activity and the Librarians' Guild "float" is always a
great crowd-pleaser with its bundles of books hanging off
the sides. Union folks and working people LOVE the
Librarians' Guild because they remember all our bold and
important ground-breaking actions: first to oppose the USA
PATRIOT Act, first to oppose the war (first Afghanistan,
then Iraq), diligent work to protect patrons' private
information, first to oppose the Minutemen and then the
attacks on immigrants, etc. Don't think unionists don't
notice and remember--THEY DO! And they CHEER us as we
drive/walk by!

So I strongly encourage everyone who has never before joined
the Librarians' Guild Float to do it this year. There will
be a huge immigrant rights contingent at the parade this
year so we'll fit right in! It's sure to be bigger and more
fun than ever. You get FREE FOOD barbequed up by the Longshoremen.
You get to hear FREE ENTERTAINMENT. And you get to hang out
with and chat with other union folks from tons of different
unions--nurses, electricians, college professors, postal
workers, farm workers, teachers, social workers, teamsters,
court workers, longshore workers, actors, set builders,
laborers, hotel and restaurant workers, janitors,
steelworkers--it's simply amazing and inspiring.

Subject: EAA Strike

Dear Guild Members,

As you are aware, EAA (Engineers and Architects Association) has
declared a strike for its members on August 22 and 23, 2006.
Their members have rejected the City’s last, best and final offer.
EAA leadership has decided that this action is needed in order to
achieve agreement on their MOU.

The Librarians’ Guild contract, as you may remember, will remain
in effect until June 30, 2007.  Neither the Librarians’ Guild nor
any units of AFSCME are on strike.

We wish our fellow city employees in EAA success in their efforts.
EAA will have picket lines located at various worksites and you have
a right to honor the picket line.  Legally, you will be entitled to be
treated like any other striker, therefore, you should not be subject
to discipline, but you will not be paid for the day.

You are, of course, free to join EAA members on their picket lines
during your non-working hours.

The Labor Center at Los Angeles Trade Tech is offering a 16-week course in
Grievance & Arbitration handling, procedures and strategies. The course begins
Sept 5 and ends Dec 21 from 6:00 to 9:10pm. The class will be held at the LA
City Firefighters Local 112, 1571 Beverly Blvd, east of Alvarado and south of
101 Fwy.
    
The Labor Center is also offering a 2-day workshop on grievance handling skills.
The course will be Sept 9 & 10 from 8:30 to 4:30pm at Los Angeles Trade Tech
in the Learning Resource Center.

Subject:  PAYCHECK INFORMATION NOTICE

PAYCHECK CORRECTION NOTICE

The paychecks for librarians received on July 19,
covering the pay period ending July 8, have pay
reflecting two different rates as we initially stated.

However, the first week, June 26-30, was paid at the old
rate of 2004--NOT the new July 1, 2005 rate.  Therefore,
that check did not include the 2% increase through June 30,
2006 even though we were informed it would be included by the
Controller’s Office through the City Administrative Officer,
and which we verified twice.

For the time worked from Saturday, July 1 to July 8, the
pay rate was set at the new July 1, 2006 rates, which is a
4% increase from the old 2004 rates.

The retroactive checks to be paid later this year will
cover exactly the fiscal year from July 1, 2005 to June
30, 2006 and will reflect the 2% increase for hours worked
during that period.

Subject:     NEW TRANSFER SHEET POLICY

PLEASE POST FOR ALL STAFF......

CHANGES TO THE TRANSFER POLICY NEGOTIATED
FOR THE CURRENT MOU:

The new MOU provides for a SIGNIFICANT CHANGE in the
Transfer Opportunities Sheet and the Transfer process.
The Transfer Opportunities Sheet is planned to be sent on
Friday July 21st with the new policies in effect.

The purpose of the change was to address needs
and concerns of both the Guild and Library Management.
The Guild wanted our members to have priority for transfer
opportunities over new hires.  In addition we wanted
the librarians, once they had been approved for transfer,
not to be delayed by problems such as filling vacancies
left by the transferring librarians.  Management needed
the ability to fill vacant  positions expeditiously and
efficiently, and to be free to hire new librarians.

The MOU provides a compromise that the Guild believes will
be favorable to its members.

The changes follow:

--NEW: Transfer candidates must respond within FIVE days
(not ten as before) after the issuance of the transfer
sheet;

--NEW: Transfer candidates will be INTERVIEWED AND
EVALUATED FIRST, before consideration of new hires for
the listed positions;

--NEW: If a transfer candidate is selected, the transfer
should go into effect at the earliest possible date,
NOT to EXCEED 8 WEEKS.  The candidate will be notified
of the reason for any delays;

--NEW: If a transfer candidate is selected, the position
that the transfer candidate leaves behind MAY BE FILLED by
management WITH A NEW HIRE without waiting to list the
vacancy on a transfer sheet. This reduces delays in
transfers for our members and allows management to hire
new employees quickly.  If the position is not filled, it
may appear on the following transfer sheet.

We believe that these are major improvements in the
process and they will allow  greater movement within LAPL,
provide greater and real opportunities for new experience,
and will be of major benefit to anyone thinking about
transferring to a different work site.

of Iraq in the Iraqi Workers Photo Essay/Exhibit on the
3rd floor of the Council 36, Headquarters, taking place
prior to the start of our meeting, so be sure to stop by
and see the interesting collection of photographs and meet
the photographer.

The AFSCME CONVENTION (Chicago, August 5-11) is an interesting
insight into how this large labor organization functions.
AFSCME members make decisions in a mostly democratic process,
debate issues, and have the power to change the direction of
the union. It is political, it is interesting and even fun.
And we get to talk with library workers from around the country.

So, if you are interested in attending the convention please
attend the meeting on Friday or ask someone to nominate you as a
delegate. The Guild pays the expenses.

Subject:  NEW salary increases coming soon and NEW Contract now online

The City Administrative Officer has informed the Librarians' Guild that the cost of
living raises effective July 1, 2005 and July 1, 2006 will appear on the July 19, 2006
paycheck, which covers the pay period ending July 8.  Please note that this paycheck
would be one week at the July 1, 2005 rate (2% increase) and the second week at
the July 1, 2006 rate (an additional 2% increase, combining for a total of 4%).

The retroactive pay covering July 1, 2005 through June 2006 will come at a later date.

The City Administrative Officer (CAO) has posted the new contract (MOU) for July
2004 through June 2007 on the web.  This contract includes the new official salaries.

MOU/CONTRACT APPROVED.....

On Friday, June 30, 2006 the City Council approved the contracts
for the Rank and File and the Supervisory units of the Librarians'
Guild.  At long last this chapter is almost closed, it will be fully closed
when the salary adjustments are made and the retroactive payments
have been sent.

The next step is for the Controller and the Accounting Departments
to figure the raise, taking a month or two, followed by a few more
months to complete the retroactive computations and preparing the
checks.

Subject:     AFSCME Convention Delegate Election

Dear Guild Members,

Every two years there is a convention of the American Federation of
State County and Municipal Employees(AFSCME), the larger union
that we are affiliated with.  There are important amendments to the
AFSCME constitution, policy directions and resolutions that are dealt
with at the convention.  We also meet with other librarians to find out
what is happening in other library systems.

This year the AFSCME Convention will be held in Chicago from August 7
through 11.  The Guild is entitled to send four delegates and four alternates.
The delegates must be ELECTED under the election process which will be
AT THE NEXT MEMBERSHIP MEETING....JUNE 24, at the Exposition
Park Branch.

If you are interested in participating as a delegate or as an alternate please
be sure to be nominated at this meeting.  The AFSCME website has
additional information about the convention...www.afscme.org.

The Librarians' Guild would like to invite you to the New Librarians' Dinner
for the Central/Southern Region. All librarians who have worked for the

their region. So far we have had two dinners, one in the Western Region and
one for the Central Library that were both successful. We are looking forward
to having you as our guest for this third dinner.

We are looking at several possible locations but have decided on the date and
time...Thursday, June 29 6:30 - 10:00 pm to accommodate those librarians
working until 8pm.  We are looking for a restaurant located near the geographic
middle (?) of the region...any suggestions would be appreciated...Gardena,
Inglewood, Hawthorne...just let us know and we'll take it from there.

Please feel free to extend this invitation to anyone we may have missed from
our list. All new hires are welcome but we may not have their information. Hope to
see you on the 29th.

Dear Guild Members,

The MOU has been APPROVED by the City Attorney's office and will be
signed by the Negotiating Team early next week!

The next two steps still take a little time...the first is a hearing at
the Personnel Committee of the City Council and then a vote by the full
City Council.  We will notify you of these so that available members can be
in the audience to remind the Councilmembers of our interest and support.

It is too early to expect any real date for the raise because they
won't  be able to do too much until it has become official by City Council; but
here is my speculation: They will take about two months to process the
raises, less if we are lucky.  And hopefully the retroactive checks will arrive
in autumn or early winter, which will cover the period from July 1, 2005
through the date the raises became  effective.

2007 Negotiation Planning Committee

It is time to plan. Start thinking about what role you can take on to ensure
the next three year contract builds on the tremendous work accomplished
by the 2004 - 2007 MOU.  When you see or think of an issue that might
improve the contract write it down and send it to the Guild email (see address
above).

Your Health & Your Safety

It is extremely important to email incidents and issues and problems related to
your health, safety, and especially the new Office of Public Safety/Security to
Lyn Gillson the Health and Safety Chair.  You can send copies of incident reports
as long as personal information about those involved or witnesses have been removed.
It is suggested that staff start an incident log of incidents that wouldn’t require an
incident report but would serve as a history of escalating behaviors and problems.
The Health and Safety Committee needs documentation in order to discuss issues
of concern.

 
The Health and Safety Committee is chaired by Lyn Gillson, Adult librarian at
Robertson. Committee members include Shirley Matulich, Children’s librarian
at Pio Pico; Verdel Flores, VP Librarians’ Guild; and Roy Stone, President
Librarians’ Guild.  Committee meetings are held on Thursday mornings at 9:00 a.m.
in the Business Office. Please contact Lyn Gillson, lgillson@lapl.org, if you wish to

You have the right to REQUEST UNION REPRESENTATION prior to attending a
meeting with your supervisor or any higher level librarian if you believe that it may
result in disciplinary action.

The Weingarten Rules say that you must make this request before or during the
hearing/interview and that you cannot be punished for this request.

 

Supervisor or Management must either:  Delay the meeting until a union representative
can be present and give reasonable time for you to consult with them; or end the meeting
immediately; or give the employee the choice of having the meeting without representation
or ending the meeting immediately.

 

Note: Your supervisor does have the right to discuss your work and give you instructions
without union representation.  Work instructions should not have any reference to previous
problems or have any warnings.

The Election Committee submitted its report at the membership meeting
at the West Valley Branch on April 22.  The committee was composed
of Lionel Sterne, Bernice Sterne, Doris Dosser, Judy Donovan, and
Theresa Webster.

Congratulations on this overwhelming support of the contract.  The next step
is to proceed through the political process: one hearing at the Personnel

Subject:     DISCIPLINARY ACTION -- IMPORTANT NOTICE

PLEASE POST ONE COPY ON THE UNION BULLETIN BOARD

LIBRARIANS- You have the right to REQUEST UNION
REPRESENTATION prior  to attending a meeting with your supervisor
or any higher level librarian if you believe that it may result in disciplinary action.

The Weingarten Rules say that you must make this request before or during
the hearing/interview and that you cannot be punished for this request.

Supervisor or Management must either:

1. Delay the meeting until a union representative can be present and give
reasonable time for you to consult with them;                                   

2. End the meeting immediately;

3. Give the employee the choice of having the meeting without representation
or ending the meeting immediately.

Note: Your supervisor does have the right to discuss your work and give you
instructions without union representation.  Be sure to ask if this could lead to
discipline prior to the meeting.

ATTENTION ALL LIBRARIANS

THE LIBRARIANS' GUILD HAS REACHED TENTATIVE
AGREEMENT ON THE CONTRACT....

All LAPL librarians are invited to the SPECIAL CONTRACT MEETING
ON FRIDAY, APRIL 7th, at ECHO PARK BRANCH.  The MOU
language will effect all librarians, rank and file, senior and principal.  The
library is an agency shop and all librarians are covered by the tems of the MOU.
        
Dinner will be served at 6:30pm and the meeting will begin at 7:30pm.
        
Roy Stone, President of the Librarians' Guild and Maureen Douglass,
AFSCME Business Rep. will present the new contract language that the Guild
and the City's Adminstrative Office has agreed to for the 2004-2007 MOU,
including salary increases.
        
Guild members in good standing will be voting on the ratification of the new
contract language by mail ballots during the following two weeks.

Subject:     Contract Meeting

Dear Guild Members,
        
WE HAVE CONTRACT LANGUAGE WE CAN ACCEPT!
        
After the EERC meeting, the Negotiating Team met today with Susan Harbach
from the CAO's Office to finalize the contract language.
        
1.  All of the articles previously agreed to are to be honored;
        
2.  There will be no economic emergency letter, (but we must not shout
it from the rooftops) ;
        
3.  The Guild will drop the impasse and the unfair labor practice charge;
        
There will be a SPECIAL CONTRACT  MEETING to inform all librarians
of the agreed upon changes, deletions and additions to the contract.
        
This special contract language MEETING will be FRIDAY, APRIL  7, at the
Echo Park Branch.

Dinner will be served at 6:30 and the meeting will start at 7:30.
        
This meeting is open to all librarians, both members and agency fee payers.
        
The ratification of the contract is  through mail ballots to Guild members which
will be sent in early April.  We hope to have the process completed so that the results
of the vote can be announced at the April 22nd membership meeting at West Valley.

IMPORTANT NOTICE TO MEMBERS….MOU UPDATE AND
MEETING ANNOUNCEMENTS
PLEASE SHARE WITH ALL LIBRARIANS IN YOUR AGENCY


1. The February and March membership meetings will be rescheduled.

2. The ‘LETTER OF SUPPORT SIGNATURE GATHERING' will
CONTINUE THIS WEEKEND and for the following weeks.  The locations
are Central Library and Edendale (Sat. 1-5); Hollywood Farmers Market
(Sun. 8-12), and Larchmont Farmers Market (Sun. 9-1).  If you are near a city
council or mayoral field office or fire station or any city office take the petitions
on your lunch break and get signatures.  Remember the City Librarian does not
allow us to be on library property while gathering signatures.

Sat: Central Library coordinator will be Sue Oppenheimer, Playa Vista.

Sat: Edendale coordinator will be Judy Donovan, Edendale.

3. MOU UPDATE – A new action was taken recently which is the
FILING OF AN UNFAIR LABOR PRACTICE charge against the City.
There is case law on our side of this and if the hearing officer does find in our
favor, the City will have to comply.  The hearing date has not been set yet, for
this, but the scheduling process and preliminary meetings have already begun.

In addition the hearing on the ‘IMPASSE’ of the negotiations will take place on
April 3.  A fact-finder will hear our case and make a decision within approximately
thirty days after the hearing.

AFSCME’s Willie Pelote will be setting up council visits soon so we can give them
our petitions.

4. We have collection almost 2500 SIGNATURES.  Bring your completed petitions
to the Adult Order Meeting, or give them to your Senior, to give to Roy during break.

5. The PROFESSIONAL CONCERNS meeting scheduled for Sunday, March 5 is
CANCELLED; please watch for a new date.

We have been gathering signatures on a petition of support for our
fight.  It's time to go to the public for help!

For the next several weeks we will be gathering signatures outside
various branches.

The more people we have gathering signatures the more signatures we'll
collect.

At this point it's necessary to show the Mayor and the Council how much
support we have!

This activity is one of the actions that needs to be taken so that no
opportunity is missed in our efforts to obtain a secure contract.

This weekend we will be at 7 branches (one per region).  If you are

them know you'll be joining them.

        to make a comment supporting the library
        you will have that opportunity, but that is not required.)

Subject: BANKING HAZARDS

PLEASE READ THE ATTACHED, POST AND INFORM ALL STAFF...

WARNING….BE CAUTIOUS WHEN GOING TO THE BANK

Reminder of a DANGEROUS situation occurring in bank parking lots: While
inside the bank the rear tire is punctured, when the person leaves the
bank the perpetrators follow and ‘helpfully’ alert them of their tire
problem. When the driver exits the car to investigate another person then
‘assists’ them by checking the hand brake and removes any bank withdrawals,
purses, and other valuables from the car.  The manager of the Bank of America
on La Brea and Rosewood was aware of this situation, and quite willing to
remind their parking attendant to be more aware of strange things happening in
their parking lot.

A different banking incident happened at the Washington Irving Branch.  
The librarian was walking to the bank across the street and was robbed by a
person who ran up to her and tore the banking envelope from her pocket,
tearing her jacket pocket in the process.

LIBRARIANS BE AWARE….It is imperative that you are aware of your
surroundings always. Park carefully and hide deposits and deposit slips
so you are less likely to be a target.  If you walk, be especially aware
of people loitering nearby, cars driving slowly or bicyclers.
Inform the manager of your bank about this scam so that their staff
will also be aware.

If you know of any other incidents of this type or have other
suggestions, please reply to this email with the details….there is a Health and
Safety Committee meeting next week.

MOU…Contract…Impasse….Patience…..Petitions
The current information remains that the Guild’s efforts
to resolve and settle the contract were rejected by Mayor
Villaraigosa, and the EERC members who voted against us.
Librarians are asked to continue the signature petition
drive i.e., obtaining community support for our position. A
Fact-Finder has been selected by the Guild and the City to
handle the impasse that was filed against the City and he
and the lawyer will be selecting dates for the hearing.
There will be a hearing of one or two days and then about
thirty days for the Fact -Finder to make and give his
decision.  We will also be working on lobbying the City
Council.  There will be an end to this process …
eventually.  Your petitions and community contacts are

Stewards
The role of the Stewards is that of a counselor, mentor and
mediator. They are an important part of the union
organization because often they are the “face” of the
Guild at the branch level. With staffing levels returning to
normal at the branches and Central, the stewards are given a
goal to make a quarterly visit to each of their branches.
They will introduce themselves to staff, provide orientation
to new members and find out how the Guild can be of
assistance to its members, both rank-and-file and
supervisory.

Did you know that supervisors have a right to have their
Steward present during meetings with rank-and-file members?
The Guild represents ALL librarians. If you want to meet
with your Steward, give them a call or contact them by
email. They are available to assist you anyway they can.
There is a rank-and-file and supervisory steward for each
region. The Chief Rank-and-File and Chief Supervisory
Stewards serve on the Executive Board. The Steward roster
can be found in the Officer list that follows.

Vacation – Nights – Saturdays
What do these three have in common?
Under the Extended Hours Agreement negotiated by the Guild
with Management, when you request a vacation day on the day
of your night shift, you have bought the right, with a
vacation day, to be scheduled ONE LESS night during the
eight-week period. The same applies to vacations requested
for a scheduled Saturday. You have bought the right, with
your vacation time, to be scheduled ONE LESS Saturday during
the eight-week period. You should not be scheduled to work
another night or Saturday just because you were scheduled on
vacation.  The one night a week and two out-of-four
Saturdays are not a requirement, they are not a minimum, but
rather they are maximums.  Librarians should not be
scheduled for more than one night per week or two of four
Saturdays. On the other hand employees should be reasonable
in their requests for vacations on nights and Saturdays.

Supervisors, please remember with the number of holidays
that fall on Mondays, the “Monday night” person should
not have every Monday night off. Those holiday nights should
be rotated among the staff, librarians and clerks.  And
conversely, the Monday person should have a reasonable and
fair number of nights off also.

Subject: Contract Update

Guild Contract Update

Background:  The Guild and the City negotiated the contract for a year
and a half, and got to the end of the negotiations. The City demanded that
the Guild agree to a letter that allows the City to reopen negotiations on
all financial issues if the City Council and Mayor declare an economic
emergency.  The letter further states, if agreement is not reached
after 90 days of negotiations the City Council would then determine the
settlement.  Every financial aspect of our contract would no longer be secure.

This very anti-worker concept was started during the term of Mayor
Hahn, and is being continued by our ‘labor mayor’ Villaraigosa.

We lobbied and met with several City Council members over the past
several months, but in the end the Guild chose to go to impasse on the
negotiations.   A fact-finder will hear both sides of the issue and make a decision
that then goes to the Employee Relations Board.

The holidays slowed the official process but we are now moving forward.  
The fact-finder has been selected and is in the process of selecting
hearing dates.

The unofficial process has also continued with lobbying and discussions
with various City Council members.  We will be distributing the petitions to
City Council within the  next few weeks.
