Subject: Harry Potter Affidavit

HARRY POTTER AFFIDAVIT INFORMATION

At the Adult Order meeting on April 4, Senior librarians were told
that they had to sign an 'affidavit' for the publisher (Scholastic) of
the new Harry Potter book.  The affidavit would guarantee that the
book would not be made available to the public until after the release
date, with possible legal action by the publisher if it did occur.  Many
Guild members had concerns about this including the important question
of potential liability for the Senior Librarians.  We brought our concerns
to Library Management the same day.

Early this afternoon the Guild was informed by Library Management
that a different arrangement will be made with the publisher.

Therefore, it is NO LONGER necessary for Senior Librarians to sign
the affidavit and those affidavits already turned in will be discarded.

We appreciate Management's fast and appropriate response to this issue.

The Coalition of L.A. City Unions NEGOTIATIONS SURVEY is due
this week, so if you have not yet mailed it, please do so. Responses will
help the coalition and the individual unions -the Librarians' Guild and the
Clerical Union 3090. It is not too late to send it, they will still be reviewed
and counted at least through next week. If you DID NOT RECEIVE a
survey click on the link below which should take you right to the pdf survey
form, which you can print and then either mail or bring the completed form
to the union meeting on Sunday at Marmalade at the Grove.

Dear Guild Members,

The information below is about the training funds and classes available
at this time. It is also an attachment and should be printed from the
attachment because the forms will be easier to process. Some people
had problems in opening the attachment so at least it is somewhat readable
below, depending on how the email process handles it. If you were successful
in reading it before the only changes are that it is in one attachment and that the
contact person in City Personnel has changed, but you should contact the Guild
first if you have questions. At some point it will be a link on the Guild website
and in the near future additional courses will be added.

Dear Guild Members,

The Librarians' Guild has negotiated funds to be used for training for
both Rank and File and Supervisory Librarians. The following documents
include the information and forms that are necessary for you to participate
in these training opportunities. As other training courses become available
for April, May and June, a follow-up email will be sent to you. The first
document is the letter of agreement between Personnel and the Guild and
the Library Department, which you should read and/or print. In addition,
you will need to print the following:

1. The Request for Reimbursement form, use this form to request attendance
and approval by Management and the Guild;
2. The current list of available classes; (additional training courses will be sent
in a follow-up email);
3. The Affadavit of Attendance form.

Please review the list of classes and discuss your selections and your schedule
with your supervisor. The Guild also negotiated additional funds for substitute
time to be made available for training. It is important to make your plans as
soon as possible and begin the process by forwarding the completed Request
for Reimbursement forms to Roy Stone at the Fairfax Branch as soon as possible.
These classes are currently open to all Librarians, including those who are not
Guild members.

Subject: MOU 6 and 16 Training Funds

Article 55 of Memoranda of Understanding (MOU) 6 and 16 of the
American Federation of State, County and Municipal Employees,
AFL-CIO (Librarians' Guild) provides for the appropriation of $15,900
under MOU 6 and $9,200 under MOU 16 for the exclusive purpose of
funding training programs for employees represented by the two Bargaining
Units. The training funds are administered by the Personnel Department and
will be available for the remainder of the current contract period, which ends
June 30, 2007

The Librarians' Guild has authorized reimbursing employees covered under
MOUs 6 and 16 up to $1,200 for approved specialized training for the remainder
of the current fiscal year subject to the availability of training funds. Only requests
for local training will be considered. Specialized training does not include conferences,
meetings, academic classes, or travel. Employees will be responsible for requesting
the training, registering for the training course, paying the registration fee, and
requesting reimbursement from the Personnel Department. Library Department
management has final approval of training courses taken on City time. All requests
for specialized training require the initial approval of the Library Department and the
Librarians' Guild before being forwarded to the Personnel Department for processing.
The request for training must be made on the "Request for Training Reimbursement"
form. After the Library Department and the Guild's approval, the Request form must
be submitted, along with a copy of the course description and fee information, to the
Personnel Department for processing prior to registering for the training course.
NOTE: Employees are not to commit funds for training prior to receiving final approval
from Library Department management and the Personnel Department. Once the request
has been approved by the Personnel Department, the employee will receive a copy of
the approved "Request for Training Reimbursement" form, along with an "Affidavit of
Attendance" form. Upon completion of the training, the employee must submit a
completed Affidavit of Attendance form and proof of payment (i.e., credit card statement;
paid receipt on company letterhead; the front and back of the cancelled check) in order
to receive reimbursement for the course. The reimbursement check will be issued by the
Controller's Office four to six weeks later. The Affidavit of Attendance and proof of
payment should be submitted within two week of course completion to: Personnel
Department Employee Development Section Attention: Ann Marie Senior Employee

CA 90012 We have attached a list of Library Department/Librarians' Guild approved
training courses employees may request, along with the Request for Training Reimbursement

Dear Guild Members, The COALITION OF CITY UNIONS, in
which AFSCME and the Librarians' Guild are major participants, has
created a survey that has been sent to members' homes this week. It is
VERY IMPORTANT to spend the few minutes to complete it so that
the Coalition will have your input and so that the Guild will also know
what our members are concerned about in the upcoming negotiations.
It is a noticeable goldenrod colored four page document. There is postage
paid envelope so that it may be easily returned. This is a major opportunity
to express your interests and negotiations goals.

2007-2010 MOU Negotiation Planning Committee
A dedicated team has been steadily meeting over the past few
months to discuss, ponder, write and rewrite the various
negotiating items that members have submitted to the team.
These planning meetings are extremely important to ensure that
the team has the background documents and supporting statistics
needed to help the negotiations process run smoothly once the
City and the Library Department staffs become involved.

All members are encouraged to continue to send their ideas and
suggestions to the Guild’s email.  Currently the Committee is
investigating salaries of comparably sized institutions as well
as libraries in Southern and Northern California taking into
account cost-of-living adjustments. Other topics include health
and safety issues and bonus issues.

Leadership Training
AFSCME (American Federation of State, County and Municipal
Employees) District Council 36, is holding a leadership training
on Saturday, February 24 from 10:00-4:00 p.m., 514 Shatto Place,
CA 90020. All current board members and anyone interested in becoming
a board member are invited to attend. This is a free training. A
continental breakfast and lunch will be provided. RSVP to the Guild

Senior and Principal Exams – Workshops
We have been informed that the Senior Librarian exam filing opens on
March 17th, and the Principal Librarian exam opens on March 30th.
The workshops will be held near the end of March.  Check the emails
for more information.

Professional Concerns Committee
The survey is coming, the survey is coming!! All librarians employed
by the City for less than 7 years are encouraged to participate in
this survey.  It is an online survey developed by the Committee and a
consultant from UCLA.  The purpose of the survey is to create a dynamic
union with participation from all segments of the membership, determine
the usefulness of the Guild to newer members, to revitalize the Guild
and to gauge the importance of the Guild to new members, what we can
do better to encourage more participation from new librarians, etc.
Stewards, Executive Board members and Guild members have made special
branch visits to new librarians to make introductions to the Guild,
talk about the survey, and distribute Guild brochures.

The Professional Concerns Committee is chaired by Sue Oppenheimer,
Adult-Playa Vista.  If you have a concern you wish the Committee to
discuss, please email Sue at soppenh@lapl.org. An agenda will be sent
to you.

Union Members Threatened At Library of Congress
The Library of Congress Professional Guild has been directed by
Administration to provide the names of employees who contact the Guild
for any reason. The Guild sees this as a threat to the right of employees
to contact Guild officers or stewards without permission of library
administration. The Guild has asked other Guilds to support them in
their efforts to prevent Administration from requiring this information. The
letter below can be copied and sent in an email or faxed or mailed to
the Library of Congress Professional Guild.

Dear Dr. James Billington, Librarian of Congress:
As the nation's oldest federal cultural institution and as the research
arm of the U.S. Congress, the Library of Congress should embody the values
of pluralism and democracy.  Employees who participate in labor

In the current MOU/contract the City has agreed to spend up to
$20,000 (this is the total for both the Rank and File and the
Supervisory MOU) for a LIBRARY WORKSTATION ASSESSMENT
STUDY, which needs to happen as soon as possible. Since this is not
enough money to study every workstation in every agency the Health, Safety
and Welfare Committee will determine the facilities to be studied and
will review the recommendations of the study.
 
Therefore, if you believe that your workstation(s) either in the
workroom or reference desk is not ergonomically correct and makes it
difficult to accomplish your work or hinders your ability to provide
reference service or is in the process of, or has already caused you
physical problems...then please reply to this email with the following
information:

FINES AND FEES, Strategic Plan

The next Board of Library Commissioners meeting is
Thursday, February 8, at Central Library.  Reminder- the
Guild will pay for lost time and mileage and parking for
librarians who are able to attend; be sure that your schedule
permits and that your supervisor approves your schedule change.

The subjects for this meeting include:

1. The Fines and Fees Schedule-  This is just a few of the
increases that will not benefit the patron or ability to provide
public service:  Photocopies and printouts increased to .25 cents;
the new charge of $1.00 for holds not picked up; Unique fee increased
to $15.00; lost library cards $2.00.  This is the ONLY PUBLIC HEARING
on this very important subject, therefore it is the time for you and
your Friends groups to write and call the Commissioners to express
concerns and comments.

2. The Strategic Plan- the concerns of the Librarians’ Guild were
discussed with Library Management and we were assured that the goals
were both reachable and reasonable.  In addition, they had made some
changes to the plan based on our presentation at the last meeting.

Why don’t I get the UPDATE?

If you’re reading this than you already know you get the UPDATE
but you might be wondering why your co-workers and friends are
the last to learn about Guild business and never seem to know
about the UPDATE.  It is up to all of us to ask our co-workers
if they see the Update and get the Communicator and ask them to
email the Guild with their email address.

The UPDATE is the Guild’s monthly newsletter for members only. It
is distributed by email to all dues paying members. In order to
join the Guild, a librarian must first pass probation. The city
requires that a green membership card be completed by the librarian
and submitted to the Guild’s membership chair. The chair updates
the Guild’s files and submits the card to the City Controller. Once
the Guild’s files are updated with your name, address and email
(preferably a non-LAPL email) the monthly UPDATE will be emailed and
the quarterly COMMUNICATOR will be sent to your home.

 

Agency shop fees are automatically deducted from every paycheck
because you are a part of the bargaining unit and are eligible for
all benefits provided in the Guild negotiated contract (MOU – Memorandum
of Understanding) with the City. Voluntary membership dues begin when
you fill out a green “Authorization for Payroll Deduction” card. You
then become a “member in good standing” of the Guild and enjoy benefits

    * Right to vote on Guild business
    * Right to have input on the contract
    * Right to vote on the contract
    * Right to train and function as a Guild Steward
    * Right to participate in training classes, workshops,
    conferences, etc.

 

Agency shop fees and membership dues are the same, 1% of your gross
monthly salary. Why pay the same amount and not receive the additional
benefits?

list for the UPDATE, have them contact Theresa Webster, Membership

2007-2010 MOU Negotiation Planning Committee


A dedicated team has been steadily meeting over the past few months to
discuss, ponder, write and rewrite the various negotiating items that
members have submitted to the team. These planning meetings are extremely
important to ensure that the team has the background documents and
supporting statistics needed to help the negotiations process run
smoothly once the City and the Library Department staffs become
involved.

 

All members are encouraged to continue to send their ideas and
suggestions to the Guild’s email.  Currently the Committee is
investigating salaries of comparably sized institutions as well as
libraries in Southern and Northern California taking into account
cost-of-living adjustments. Other topics include health and safety
issues and night-time differential.

Professional Concerns Committee
 
The survey is coming, the survey is coming!! All librarians employed
by the City for less than 7 years are encouraged to participate in
this survey.  It is an online survey developed by the Committee and
a consultant from UCLA.  The purpose of the survey is to create a
dynamic union with participation from all segments of the membership,
determine the usefulness of the Guild to newer members, to revitalize
the Guild and to gauge the importance of the Guild to new members,
what we can do better to encourage more participation from new
librarians, etc.  Stewards, board members and Guild members will be
making special branch visits to new librarians to make introductions
to the Guild, talk about the survey, and distribute Guild brochures.

 
The Professional Concerns Committee is chaired by Sue Oppenheimer,
Adult-Playa Vista.
